Abstract
Three developments in the economic models of scholarly publishing with the aim of bringing the open universal access are analyzed. These developments include (a) article processing charges (APC); (b) subscription offsets; and (c) cooperative publishing. Based on the example of Latin American scientific journals, which operate as a virtual cooperative publishing, the talk will review the research that I have been conducting into the viability of the publishing cooperative model. This work focuses on regional co-op models, with pilot studies in Canada and Ghana, as well as disciplinary models, with pilot studies in the social sciences and with biomedical journals. The research has involved conducting surveys, building financial models, and working with groups of journals and libraries in the pilot studies. It has also involved me and my colleagues in new developments with Open Journals Systems (OJS), as an open source software publishing platforms that can reduce costs and improve the quality of publishing in ways that are supportive of cooperative publishing and that have implications for scholarly publishing in Latin America and elsewhere.
