Abstract
La stratégie et la politique d’armements de l’OTAN sont justifiées en dernière analyse par la « menace soviétique ». Cet article examine les arguments avancés par les dirigeants de l’OTAN et conclut que ceux-ci sont incapables de démontrer que l’URSS aspire à la domination ou à la « communisation » de l’Ouest. La politique soviétique envers l’Ouest porte un caractère plutôt défensif et réactif. Pourtant, le mouvement pour le désarmement et la paix de l’Ouest ne peut pas accepter une telle conception de défense qui est basée sur la privation des petits pays voisins de leur indépendance. C’est cette conception « défensive » qui en fin de compte rend politiquement possible la politique d’escalade de l’OTAN.
