Abstract
Alors que les transferts massifs d’eau sont chose courante aux États-Unis et au Canada, il n’y a pas eu de projet entre États, encore moins entre États-Unis et Canada, destiné à la vente d’eau en vrac. Ces projets de transferts continentaux, qui émergent à partir des années 1960, ont suscité de vives inquiétudes au Canada, mais aussi un grand intérêt tant du gouvernement du Québec que d’une partie de la communauté d’affaires. Un vif débat s’est développé autour de la légitimité de ces projets. S’ils n’ont jamais vu le jour, c’est que la grande fragilité de leur intérêt économique n’a jamais permis de compenser les objections environnementales et de gouvernance.
