La gestion des plaintes des usagers des services de santé : réflexion sur la transposition du droit québécois au droit Néo-Brunswickois
Bibliographic record
Abstract
This study tackles the question of managing user complaints in New Brunswick and Quebec health services. Our objective is to look into the possibility of transferring the Quebec model of complaint management to the New Brunswick health system. The presence of a different justice system in each of these two provinces has to be taken in consideration in the eventuality of a transfer, because of a possible barrier between the two families of law. In this context, we are focusing on a qualitative data analysis through documentary observation in administrative law. A retrospect examination of the past ten years on the legislative, jurisprudential and doctrinal levels is identified as our primary source of documentation. We are outlining the structure of the two health systems, and the development and protection of the user rights . We are then identifying the flaws of the protection mechanisms in each province, and are showing that taking user rights seriously means giving them some rights against the State. Lastly, we establish the necessity of a continuing transformation of these two systems.

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
