Abstract
A new emphasis on human rights, civil society, and regime building, combined with heightened degrees of connectivity, have had a tremendous impact upon the nature and degree of transnationalism within the North. While the development of the United Nations Law of the Sea, a renewed human and indigenous rights agenda, and broadly defined environmental protection regimes have more generally worked to reinforce international if not regional boundaries, in the North the effect has been the creation of a new forum for east-west connectivity. Despite new geopolitical pressures that might launch competitive claims and challenge existing security and sovereignty concerns among North American nations, there remains a strong regional subtext of cooperation. The success or failure of transnational institutions and organizations depends upon the degree to which northern dimension policies can develop a more comprehensive definition of human security within the circumpolar north.
