AbstrakPenelitian ini bertujuan : 1) Menjelaskan tipe dan karakteristik konflik nelayan dalam usaha pemanfaatan sumber daya perikanan di Desa Borgo wilayah pesisir Kecamatan Tombariri Kabupaten Minahasa; 2) Mengidentifikasi pihak-pihak dalam konflik dan menjelaskan peranannya dalam upaya penyelesaian konflik di Desa Borgo wilayah pesisir Kecamatan Tombariri Kabupaten Minahasa; 3) Menelusuri sebab-sebab permasalahan konflik nelayan dalam pengelolaan sumber daya perikanan di Desa Borgo wilayah pesisir Kecamatan Tombariri Kabupaten Minahasa; dan 4) Menjelaskan penanganan dan penyelesaian konflik secara sosial dan hukum di Desa Borgo wilayah pesisir Kecamatan Tombariri Kabupaten Minahasa.Metode yang digunakan dalam penelitian ini, metode penelitian deskriptif-kualitatif dan analisis data yang digunakan meliputi analisis deskriptikf kualitatif dan deskriptif kuantitatif.Ada pun hasil dari penelitian ini sebagai berikut :1. Tipe-tipe konflik yang ada di Desa Borgo Kecamatan Tombariri Kabupaten Minahasa ada 3 yaitu : a). Konflik Kelas, b). Konflik Orientasi, c). Konflik Agraria, 2. Pihak-pihak dalam penyelesaian konflik di Desa Borgo wilayah pesisir Kecamatan Tombariri Kabupaten Minahasa yaitu nelayan itu sendiri, Ketua RT, Kepala Desa, pihak yang berwajib, pemerintah dan juga peran ketua rukun nelayan, dan tokoh agama sangat penting dalam membantu pemerintah untuk menyelesaikan konflik antar nelayani, 3. Sumber-Sumber Konflik antar nelayan di Desa Borgo Kecamatan Tombariri Kabupaten Minahasa antara lain : a). Sumber daya yang langka, b). Adanya ketidak seimbangan struktural, c). Informasi yang tidak akurat, d). Tujuan yang bersaing, e). Hubungan antar sesama yang buruk, 4. Konflik yang terjadi antara nelayan tradisional dengan nelayan modern di Desa Borgo dapat diselesaikan melalui upaya-upaya : (1) Kapal-kapal pajeko dilarang untuk melakukan kegiatan penangkapan ikan di perairan nelayan tradisional. (2) Penetapan jalur penangkapan yang jelas. (3) Sikap tegas dari Pemerintah Provinsi dan Desa Borgo terhadap segala macam pelanggaran yang terjadi; (4) Kemitraan usaha antara nelayan tradisional dengan nelayan modern.
