Abstract
Alors que la présence des organisations et des institutions sur les réseaux socionumériques est devenue quasi obligatoire, les collectivités territoriales se convertissent elles aussi au paradigme du web dit « 2.0 ». Qu’il s’agisse de Facebook, Twitter ou de n’importe quelles autres plateformes, cette présence nécessite un suivi et une animation que seul le community management permet d’organiser. Nous souhaitons ainsi comprendre comment les préceptes stratégiques qui accompagnent le community management s’articulent à la présence des collectivités territoriales sur les réseaux socionumériques. À travers un corpus composé de pages web témoignant des modalités d’institutionnalisation de la pratique (traces expertes, administratives et juridiques), nous souhaitons formuler une hypothèse principale à propos du développement du community management au sein de la démocratie locale. Celle d’une reconfiguration de l’instrumentalisation marketing propre au community management en une instrumentalisation politique, davantage destinée à encadrer l’expression citoyenne en ligne qu’à informer la population d’un territoire.
