Abstract
Cet article touche une catégorie très mal connue, en France même : le personnel communal. L’auteur mentionne une difficulté majeure, celle de rendre compte d’une formation permanente qui s’adresse à des agents diversifiés en proie au problème de leur atomisation professionnelle. Situant ces divers acteurs en regard de l’idée même de formation permanente, il prend un exemple particulier, la préparation aux concours administratifs et fixe quelques orientations pour l’avenir, tout en se gardant d’être catégorique devant ce domaine mouvant et vaste ouvert par les nouvelles lois sur les collectivités locales en France.
