Abstract
Le secteur pétrolier attire les milieux d'affaires français après la Première Guerre mondiale. La Roumanie en particulier engendre des convoitises alors que les intérêts allemands dans ce pays ont été séquestrés. C'est l'occasion de remplacer les capitaux des puissances vaincues dans le monde et d'hériter de puissants atouts économiques. Pour ce faire, les milieux d'affaires bénéficient de l'appui de leurs gouvernements respectifs qui ont avantage à faciliter la transition. En Roumanie les enjeux sont de taille, elle est le plus important producteur de pétrole en Europe durant l'entre-deux-guerres. La position stratégique qu'elle occupe en fait une préoccupation importante pour les responsables français. Il s'agit d'encercler l'Allemagne et de la priver de précieuses ressources pétrolières. Les banques françaises sont appelées à participer à ce projet. Or, ces investissements font naître de sérieux contentieux durant la période entre l'industrie pétrolière et le gouvernement roumain. Cet article retrace les différents enjeux qui ont marqué ces relations. Ils concernent : les lois qui régissent l'industrie pétrolière, la question des terrains de l'État roumain et les redevances que celui-ci perçoit en nature.
