Abstract
This article looks at housing block 16 as an observatory of urban change starting from an analysis focused on the interaction between building transformations and social changes that affect an urban area. The document under study indicates three reasons why this housing block is of experimental interest to urban history: the conditions affecting the way conceptions about this area matured and circulated; the failure to analyse sufficiently the links between projects and their implementation; finally, the comparison of several angles of action, each one associated with a sufficiently powerful worldview to trigger urban development.
