The three countries that make up the North American continent – Canada, the United States and Mexico – are linked by the North American Free Trade Agreement. Due to the fact that Canada, the United States and Mexico are major producers of oil and gas, the energy transition has mainly been seen as an obstacle rather than a challenge and an opportunity. The electricity production and transmission systems of Canada and the US are integrated within the North American Electric Reliability Council and its 10 regional reliability councils. Thus, the continent can be divided into six major interconnected systems: Western Electricity Coordinating Council; Midwest Reliability Organisation; South East Reliability Corporation; North East Power Coordinating Council; Electric Reliability Council of Texas; and Reliability First. Canada and Mexico are marginal producers and users of coal. Coal production in the United States was down almost 50% on 2008.
