Abstract
Hull est une ville régionale de 60,000 habitants collée sur la capitale nationale, Ottawa. Au cours du processus de transformation de sa structure industrielle, qui a entraîné l’exode d’une partie de la population résidante, remplacée par une population nouvelle à l’emploi du gouvernement fédéral, la ville entreprit la rénovation urbaine des quartiers défavorisés entraînant l’éviction de la population. L’article après avoir décrit le contexte dans lequel sont apparus les comités de citoyens à Hull construit une périodisation de leur évolution qui renvoie à une série de coupures idéologiques ou de temps forts en termes de ré-orientation des modes d’intervention. L’action de ces comités fait appel à diverses catégories d’intervenants — membres du clergé, organisateurs communautaires, représentants de partis politiques, etc. — qui véhiculaient souvent des intérêts contradictoires. Ainsi se trouve éclairée la dynamique qui a traversé l’évolution de ces organisations populaires.
