Abstract
À la suite du Rapport Schwartz sur « l’insertion sociale et professionnelle des jeunes » en France en 1981, le gouvernement socialiste a mis en place un dispositif d’accueil, d’information, d’orientation et de formation pour les jeunes de 16 à 18 ans sans qualification professionnelle et non insérés socialement. Cette opération touche 100 000 jeunes et se déroule en particulier à un niveau local, dans le cadre des politiques de décentralisation. L’article décrit cette opération.
