Abstract
Depuis une quinzaine d’années, des programmes sociaux associant action sociale et réhabilitation de l’habitat sont mis en oeuvre pour faciliter l’insertion des immigrés dans l’espace local. L’impact de ces programmes sur l’insertion effective des immigrés n’est pas évident. À partir de l’analyse d’un exemple local où ils furent expérimentés durant une période de chômage et de développement de mouvements xénophobes, c’est la pertinence des politiques sociales volontaristes en matière d’insertion des immigrés qui se trouve mise en question.
