A Comparison of Chinese ESL Teachers and Foreign ESL Teachers towards Teacher Accountability in China

Abstract
Abstract This study investigated and compared external and internal accountability dispositions of foreign ESL teachers in China with Chinese local ESL teachers. A cross-sectional survey design was used. Two research questions were developed from a literature review to examine foreign ESL teachers’ perceptions towards external accountability (bureaucratic) and internal accountability (professional). Questionnaires from forty-five foreign ESL teachers and eight-one Chinese local ESL teachers were retained from an on-line survey. Data of teachers’ perceptions towards four scales: external accountability (bureaucratic), school administrator behaviours and activities, professional duty, and feelings about work were analyzed. The findings showed that foreign ESL teachers in China feel that they are held more highly accountable from an external accountability (bureaucratic) perspective and they hold themselves more accountable from an internal accountability (professional) perspective than Chinese local ESL teachers. The present study is one of the first studies that have investigated foreign ESL teachers’ accountability in China.
