Partant d’une réflexion sur ce qui a pu modifier les processus d’apprentissage dans une société de plus en plus technicienne, resituant les exigences de planification et de participation, l’auteur souligne l’importance d’une démarche qui place la primauté du civisme et l’exploration des milieux comme producteurs d’effets sur les situations inégalitaires créées par l’éducation. Se référant à ce système d’éducation intégrée, il resitue la portée de l’éducation continuée des adultes en cherchant à dresser l’inventaire des pratiques existantes et des objectifs déclarés. À n’en pas douter, c’est de l’esprit et du contenu de l’éducation générale d’aujourd’hui que dépendent les chances de l’éducation permanente de demain. Cette affirmation permet la remise en cause de tout monopole sur la fonction éducative. Cela ne va pas sans la mise en cause — plus radicale — d’un dirigisme d’autant plus insupportable qu’il peut apparaître comme trop ambitieux.
