Abstract
Après avoir considéré les forêts comme une source de matière première quasi inépuisable pendant des décennies, le Canada s'est lancé dans une approche durable au début des années 1990. Ce changement de cap a de quoi surprendre. Voilà que soudainement un des pays phares d'une vision très industrielle des forêts, s'érige en bon élève voire en pionnier d'une politique forestière qui s'inscrit en total contrepoint de ce qui s'y est fait jusqu'alors. Une optique durable qui supplanterait l'horreur boréale en quelque sorte. Rallions-nous à l'évidence. Une telle réorientation ne va pas sans mal tant les intérêts économiques en jeu sont présents. En dépit de cette réalité très prégnante, les autorités fédérales se sont engagées dans toute une série de mesures pour promouvoir le développement durable. En cherchant à comprendre comment cela est possible, nous en arrivons à mettre en évidence le rôle d'un socio système très dense et complexe qui s'est profondément renouvelé depuis plus d'une trentaine d'années. Se déployant du local au global, ces groupes d'acteurs forgent un véritable construit social autour des forêts sans lequel le développement durable serait vraisemblablement impossible. Autrement dit cette nouvelle politique forestière telle qu'elle existe au Canada est d'abord et avant tout reflet de ce que le socio système en fait.
