Abstract
Cet article s’inscrit dans la problématique des mutations contemporaines des politiques urbaines à travers, notamment, une tendance mondiale à leur conférer un caractère spectaculaire (Bélanger, 2000). Dans ce contexte, L’Odyssée, le plus imposant complexe aquatique-patinoire de France, financé par Chartres Métropole (« l’Agglo »), contribue-t-il efficacement à la construction intercommunale ? Observation directe, enquête archivistique et littérature scientifique charpentent cette recherche en géographie sociale. Outre la démonstration des effets contrastés de L’Odyssée sur la construction intercommunale, nos résultats montrent qu’il synthétise des évolutions plus globales par ses modes de conception, de réalisation et d’exploitation : omniprésence de l’intercommunalité dans le développement territorial, sans mandat démocratique direct ; concurrence interurbaine généralisée et multiscalaire ; accentuation de la marchandisation et de la rétraction de l’espace public urbain ; pilotage autoritaire de grandes opérations d’aménagement par des élites politiques attentives aux intérêts privés, lesquels sapent le maillage territorial d’équipements sportifs et réduisent les bénéfices collectifs au détriment des catégories sociales les moins bien positionnées. Stratégies individuelles et gouvernance conflictuelle liées à ce modèle amoindrissent les effets géographiques de l’intercommunalité et contribuent à l’essor de la figure de l’anti-projet de territoire.
