Abstract
Cet article analyse une démarche de caractérisation des communautés locales visant à « mieux connaître pour mieux agir » avec ces communautés. Issu de la santé publique, le dispositif original (Boisvert, 2007) propose une série d’opérations s’appuyant sur l’idée qu’une bonne connaissance des forces, des faiblesses et du potentiel de la communauté constitue un facteur de succès de son développement. L’étude dont il est question ici cherchait à montrer si le dispositif contribue au développement des communautés. Le cadre conceptuel était structuré autour des étapes de la démarche et de principes fondateurs du développement des communautés (intersectorialité,empowerment, participation citoyenne). L’évaluation a été menée dans trois régions du Québec, puis doublée d’une analyse transversale.
