Alguns institutos da Administração de Pessoal, contudo, ultrapassam os limites estreitos desse conceito, e dentre eles desponta, pela sua magnitude, o do Treinamento — considerado o termo em seu sentido genérico. Realmente, é da máxima importância libertar e desenvolver a potencialidade do funcionalismo, através de incentivos de natureza diversa, tal como — e apenas para exemplificar — situação socioeconômica compatível com o trabalho que executa. Mas o instrumento essencial desse desenvolvimento há de ser, obrigatória e naturalmente, o treinamento funcional, que se traduz, no dizer de A. FONSECA PIMENTEL, no “conjunto de meios e processos pelos quais um indivíduo é adestrado e aperfeiçoado na execução de determinada atividade ou tarefa”.
