Abstract
En 1979, au Québec, on adopta une approche territoriale intitulée « perspective communautaire nouvelle ». Par voie de législation, les territoires supralocaux que sont les MRC (municipalités régionales de comté) ont été établis. À des degrés variables, ces aires de gestion ont fait l’objet d’une construction institutionnelle progressive par l’exercice de nouvelles fonctions publiques. Notre hypothèse est que les territoires des MRC présentent des spécificités étatiques. Sur la base d’un cadre théorique intégrateur apporté par la planification, les faits recueillis en plusieurs saisies documentaires permettent d’analyser les principaux attributs de la gouvernance territoriale. Tout en validant notre hypothèse, la mise à jour de ces données montre un hiatus très actuel. Une enquête récente permet à cet effet d’illustrer comment la médiation intersectorielle peut alimenter la poursuite du progrès institutionnel, ce qui représente un enjeu central pour la planification territoriale des MRC.
