Abstract
Michel Rocard n’était pas spécialiste de l’eau, mais il a joué un rôle assez important en faveur de sa gestion : en protégeant les agences de l’eau dans un rapport d’inspection des finances qui devait les condamner, puis comme Premier ministre, en soutenant la loi qui a fait de l’eau un patrimoine commun, et enfin, dans la dernière partie de sa vie, en intervenant aux forums mondiaux de l’eau. Dommage qu’il n’ait pas pu connaître les travaux d’Elinor Ostrom dès les années 1990.
