Abstract
Ce texte interroge la portée d’une série de réformes en matière de développement local et régional annoncées par le gouvernement du Québec depuis l’automne 2014. Ces réformes, hautement critiquées pour avoir supprimé les institutions régionales, impliquent aussi une redéfinition des rôles des municipalités dans le développement des territoires. En s’appuyant sur la littérature sur le monde municipal au Canada, nous testons une double hypothèse voulant que 1) le Québec se soit doté dans les années 1990 et 2000 d’une politique régionale qui s’appuie sur un rôle plus politique des élus, se démarquant ainsi de la fonction traditionnelle des municipalités canadiennes comme pourvoyeuses de services locaux de base et 2) que la série de récentes réformes en matière de développement régional correspond à la fois à une « municipalisation du développement » ainsi qu’à un retour au traditionnel modèle municipal canadien. En conclusion, nous discutons ce triple déplacement du centre de gravité du pouvoir territorial (au profit des municipalités, des élus et des grandes villes) au regard de la restructuration de l’État.
