The Christian Labour Association of Canada (CLAC): Between Company and Populist Unionism

Abstract
The Christian Labour Association of Canada (clac) has historically had a relatively small presence in Canada's labour movement. Increasing interest in clac over the last decade is due to its expanded membership, largely in western Canada and Ontario: the union claims to represent 60,000 workers. Further, the tactics used to achieve this growth have been controversial within organized labour. In fact, clac was expelled from central labour bodies for its employer accommodationist strategies. This article expands the understanding of clac beyond a characterization of classic "company" unionism. In this article we find that clac integrates elements of populism into a specific geographic strategy for expansion in ways that complicate analysis. We focus on labour board records of disputes between clac and other unions, a recent case where the union backed employer-friendly legislation in Ontario, and the union's rhetorical devices and propaganda. RÉSUMÉ: La Christian Labour Association of Canada (clac) a historiquement eu une présence relativement faible dans le mouvement syndical du Canada. L'augmentation de l'intérêt pour la clac au cours de la dernière décennie est due à son adhésion élargie, principalement dans l'Ouest du Canada et en Ontario : le syndicat prétend représenter 60 000 travailleurs. En outre, les tactiques utilisées pour réaliser cette croissance ont été controversées au sein de la main-d'oeuvre organisée. En fait, la clac a été expulsée des organismes centraux du travail pour ses stratégies d'accommodement d'employeurs. Cet article élargit la compréhension de la clac au-delà d'une caractérisation du syndicalisme classique de « société ». Dans cet article, nous constatons que la clac intègre les éléments du populisme dans une stratégie géographique spécifique pour l'expansion de manière à compliquer l'analyse. Nous nous concentrons sur les dossiers des différends entre la clac et les autres syndicats, un cas récent où le syndicat a soutenu la législation amiable pour les employeurs en Ontario et les instruments rhétoriques et la propagande du syndicat.
