Rapporten oppsummerer resultatene fra en studie av erfaringer fra andre land vedrørende sikkerhetsmessige konsekvenser av omstillingsprosesser innen luftfart og enkelte andre sikkerhetskritiske virksomheter. Hovedvekten er lagt på å samle erfaringer med omstillingsprosesser innen svensk luftfart gjennom intervjuer, gruppesamtaler, dokumentstudier og gjennomgang av utvalgte sikkerhetsindikatorer. I tillegg har vi rapportert erfaringer fra USA og Storbritannia vedrørende deregulering og privatisering innen henholdsvis luftfart og jernbane. Videre har vi gjennomgått analyser av Challenger-ulykken og en flyulykke ved Dryden i Canada med sikte på å finne eventuelle interessante paralleller til problemstillingen i norsk luftfart . Detaljerte analyser og resultater er dokumentert i separate notater.
