Il tema della Conferenza IFLA di Quebec è stato: Libraries without borders, Navigating towards global understanding. Nello spirito di una migliore comprensione globale, il dialogo e la comunicazione tra tutti gli interessati (stakeholders) alle biblioteche sono stati al centro dell'attenzione delle Sessioni che la Sezione Education and Training ha organizzato e del dibattito all’interno delle riunioni dello Standing Committee. Lo scopo che la Sezione vuole perseguire è quello di iniziare ad aprire un dialogo con i professionisti, gli studenti e gli educatori di diversi paesi, interrogandosi sui bisogni formativi e sulla percezione dell'offerta dei programmi di formazione in un periodo di grandi cambiamenti.
