La participation des citoyens à la gestion de l’eau s’impose aujourd’hui non seulement en tant qu’injonction règlementaire, mais aussi comme une profonde aspiration sociale. La mise en œuvre de pratiques participatives, en vertu de la Gestion intégrée de la ressource en eau (GIRE), est désormais partie intégrante de la mission des gestionnaires, ce qui implique de nouveaux modes de gouvernance et de travail. En France, les législations en la matière fixent les lignes directrices de cette approche participative, mais restent très floues sur ses objectifs et les moyens de sa mise en œuvre. Cette ambiguïté laisse une marge de manœuvre considérable aux gestionnaires, mais génère également des incertitudes sur ses tenants et aboutissants. Ainsi, mettre en œuvre la GIRE suppose de composer avec une diversité d’acteurs et d’actions aux formes et objectifs variés. Dans cet article, en analysant le cas de la gestion de l’eau dans les Parcs naturels régionaux (PNR) du Sud-Est français, nous mettons en lumière la complexité de la mise en œuvre de la participation citoyenne. Nous posons alors notre regard sur les réponses des collectivités territoriales pour institutionnaliser la participation, afin de dégager les principaux défis et moyens pour optimiser l’efficience de l’approche participative de la GIRE, à partir du retour d’expérience des PNR.
