En mai 2011, le premier ministre du Québec lançait officiellement le Plan Nord. Ce projet d’aménagement et de valorisation du nord québécois poursuit deux objectifs complémentaires. Il s’agit, d’une part, d’optimiser l’exploitation des ressources naturelles à des fins économiques et commerciales, et, d’autre part, de construire un nouvel espace social dans le Nord de la province en repoussant les limites de l’écoumène. L’idée n’est pas nouvelle car le Nord a fréquemment été au centre des préoccupations des dirigeants du Québec. Mais force est de constater que les projets de développement nordiques passés, portés par l’idée d’un territoire vierge et riche en ressources, n’ont pas eu les retombées escomptées. Les fluctuations des matières premières sur les marchés mondiaux expliquent les difficultés auxquelles ont été confrontés les gouvernements successifs. Aujourd’hui, le Plan Nord est présenté comme un projet de développement durable unique au monde, qui harmoniserait les activités d’exploitation d’envergure avec la protection de la biodiversité, en partenariat avec les Autochtones. Ainsi, ce projet repose sur un ensemble de mesures techniques, administratives, financières, législatives et règlementaires dont le but à demi avoué est de légitimer sa réalisation, mais surtout de conforter son attractivité et sa compétitivité sur l’échiquier mondial aux yeux des investisseurs du secteur minier.
