Abstract
Le nord québécois est un milieu géographique complexe et relativement peu connu. L’adoption en 2011 du Plan Nord par le gouvernement du Québec a suscité un renouveau d’intérêt envers cet espace singulier, malgré les aléas du projet. Cet article vise donc à faire un tour d’horizon des grands enjeux et défis qui touchent ce territoire. Sur le plan théorique, nous proposons une voie moyenne entre l’approche traditionnelle qui favorise les interventions de l’État et celle qui prône de laisser les populations autochtones nordiques planifier et réaliser des démarches d’auto-développement. Cet exercice se fera à l’aide d’une revue de la littérature et d’une réflexion sur le rôle des politiques publiques en matière de développement social, économique et territorial. Neufs thèmes ou défis majeurs seront abordés afin de contextualiser et d’alimenter la discussion.
