Abstract
Comment le local et le central se sont-ils accordés, historiquement, au Québec ? L’État technocratique n’a-t-il pas toujours tendance à diluer, voire à noyer tout dynamisme local ? De la paroisse et de l’Église sous le régime français, à la montée de l’État et à ses politiques de développement régional et de réorganisation des services de santé, l’auteur analyse l’évolution des relations entre ces deux systèmes. En guise de conclusion, il se demande si, paradoxalement, la crise ne permettra pas au local de retrouver son dynamisme et sa crédibilité face à un central ébranlé et démuni.
