Abstract
Le Pays basque de France est classiquement présenté comme un cas d’institutionnalisation faible de l’identité basque au regard de ses voisins du Sud. Néanmoins, le changement de gouvernance qu’a expérimenté ce territoire depuis les années 1990 a initié un processus d’institutionnalisation d’une politique publique de la langue et de la culture basques. L’apparente immuabilité du régime linguistique français n’a pas empêché les arrangements institutionnels locaux. Le mouvement social linguistique a travaillé à la complétude institutionnelle des bascophones d’abord par le biais de l’auto-organisation puis en plaçant l’enjeu linguistique sur l’agenda des politiques publiques territoriales. Le changement institutionnel de type incrémental ou graduel qui s’est produit a abouti à un régime linguistique intermédiaire sur ce territoire. La communauté bascophone continue cependant d’être dans une situation d’incomplétude institutionnelle porteuse d’incertitudes pour l’avenir de la langue.
