Budaya mutu bukanlah sesuatu yang bersifat instan dan terjadi begitu saja, tetapi melalui proses perjuangan yang relatif panjang dengan berbagai tantangan dan bahkan resistensi yang dihadapiFokus penelitian ini adalah: (1) bagaimamana implementasi budaya mutu (2) bagaimana evaluasi budaya mutu ; dan (3) bagaimana kendala budaya mutu di SDIT Al Islam Kudus. Sedangkan tujuan penelitian ini adalah:(1) mendeskripsikan dan menganalisis pelaksanaan budaya mutu; (2) mendeskripsikan dan menganalisis evaluasi budaya mutu; dan (3) mendeskripsikan dan menganalisis kendala budaya mutu.Penelitian ini merupakan penelitian kualitatif yang menghasilkan data deskriptif. Prosedur pengumpulan datanya melalui observasi, wawancara, dan dokumentasi. Sedangkan teknik analisis data yang digunakan adalah: (1) pengumpulan data, (2) reduksi data, (3) sajian data, dan (4) penarikan simpulan.Hasil penelitian ini meliputi: (1) implementasi budaya mutu yang mencakupi pembelajaran aktif, inovatif, kreatif, efektif, dan menyenangkan; (2) faktor pendukung dan penghambat implementasi budaya mutu; dan (3) dampak implementasi budaya mutu yang mencakupi terciptanya pembelajaran yang menyenangkan; terciptanya kondisi belajar yang menarik dan menambah semangat belajar; meningkatnya nilai-nilai karakter; dan meningkatnya prestasi belajar.Simpulan penelitian ini adalah implementasi budaya mutu memiliki dampak positif untuk meningkatkan mutu pendidikan. Oleh karena itu, disarankan: (1) budaya mutu perlu diimplementasikan dalam setiap lingkungan sekolah; (2) implementasinya perlu memperhatikan faktor pendukung dan penghambat; dan (3) bagi pihak terkait hendaknya memberikan dukungan pada implementasi budaya mutu.
