Dans l’État du Guerrero au sud du Mexique, les communautés indigènes se sont dotées depuis les années 1990 de corps de police et de justice autonomes. Cette expérience constitue un cas assez unique d’auto-organisation des enjeux de sécurité par la population. Elle s’inscrit dans l’histoire longue des revendications d’autodétermination des peuples indigènes face à l’État postcolonial, médiatisée par l’expérience zapatiste au Chiapas. Mais c’est également pour répondre aux manquements des forces de l’ordre officielles face aux violences dont sont victimes les peuples indigènes qu’une police communautaire s’est imposée comme une nécessité. Ce sont ainsi plusieurs centaines de policiers – souvent des hommes – dans un territoire de 100 000 habitant·e·s, qui effectuent des rondes et parfois des arrestations. Peu professionnalisée et décentralisée, la police communautaire constitue une brèche dans le monopole de la violence légitime détenu par l’État. Si celui-ci voit ces initiatives d’un bon œil quand elles permettent de déléguer le travail de maintien de l’ordre, il s’avère cependant bien moins conciliant quand la police communautaire touche des puissants auprès desquels les autorités officielles sont généralement bienveillantes.
