Héritières des mobilisations des années 1980, les villes sanctuaires américaines se définissent dans leur refus de collaborer aux politiques nationales d’immigration. Refus de prendre en compte la situation administrative des personnes pour l’accès aux services municipaux, refus d’appliquer les lois sur l’immigration, mise en place de politiques locales favorisant la participation des résidents à la vie municipale et à l’économie. Cet activisme local peut-il suffir à infléchir la refonte annoncée des politiques migratoires ?
