Abstract
Penelitian ini berjudul Peranan Quebec di Organisation Internationale de la Francophonie (OIF) dalam Menyebarkan Budaya Perancis. Organisation Internationale de la Francophonie (OIF) merupakan suatu organisasi perkumpulan negara-negara dan pemerintahan-pemerintahan (utara-selatan) yang berbahasa Perancis. Salah satu misi OIF adalah mempromosikan bahasa dan budaya Perancis secara internasional. Salah satu anggota organisasi ini adalah propinsi Quebec. Quebec adalah anggota yang unik karena memiliki akar budaya Perancis yang kuat, selain negara Perancis itu sendiri. Quebec juga merupakan anggota yang ikut serta dalam pengembangan organisasi Francophonie sejak awal berdirinya. Pertanyaan dalam penelitian ini adalah bagaimana peranan Quebec di Organisation international de la Francophonie (OIF) dalam penyebaran budaya Perancis secara internasional. Penelitian ini berupaya memberikan penjabaran mengenai peranan aktor non-state bagi sebuah organisasi internasional. Dalam penelitian ini, aktor non-state tersebut adalah propinsi Quebec yang, dengan berbagai kapasitasnya, memiliki peranan besar bagi OIF sebagai suatu organisasi internasional, tepatnya dalam hal penyebaran budaya Perancis. Sebagai sumber soft power Perancis, budaya Perancis dipromosikan/disebarkan melalui OIF dalam dua wujud yaitu high culture dan popular culture. Hal ini dapat ditemukan dari area kegiatan operator-operator langsung OIF. Peranan Quebec sendiri ini ditemukan pada; pertama, berbagai partisipasinya dalam tiga operator langsung OIF yaitu, Agence Universitaire de la Francophonie (AUF), Universite Senghor, dan TV5; dan kedua, keterlibatan beberapa organisasi internasional Quebec yang memiliki posisi sebagai ‘patner’ dalam OIF. Secara keseluruhan, partsipasi Quebec dalam OIF ditemukan pada partsipasi badan-badan yang berasal dari Quebec (meliputi berbagai universitas anggota AUF dari Quebec, televisi Quebec yang bernama Tele-Quebec, maupun badan-badan lain dari Quebec). Sehingga pada akhirnya, Qubec terlihat memiliki peranan sebagai aktor kedua, selain Perancis dan OIF itu sendiri, dalam usaha menyebarkan budaya Perancis, baik dalam wujud high culture maupun popular culture.
