Le développement de luttes sociales organisées pour une large part en réseau (Indignados, Occupy, etc.) et des usages des technologies numériques d’information et de communication concourt à un renouvellement des formes de l’exercice du jugement politique. Internet est notamment devenu l’outil indispensable à la mise en publicité d’expressions citoyennes variées (expertises distanciées, témoignages, etc.) et soutient les dynamiques d’élargissement de la participation politique.
