Abstract
La contribution des structures traditionnelles africaines à la démocratie participative est peu connue. À l’heure des débats sur le renouvellement des procédures participatives, l’objectif de cet article est de faire connaître quelques-unes des formes de négociation de la décision collective au Bénin hors des cadres administratifs formels. L’article caractérise ainsi quatre dispositifs endogènes largement utilisés par les communautés et analyse leur apport à l’efficacité de la décision par l’association structurée du citoyen et par l’acquisition de l’onction populaire à l’action publique. Il défend la thèse que l’exercice de la démocratie n’est pas incompatible avec la cohabitation du sacré et de certains attributs monarchiques des microsociétés africaines, puis met en évidence les conditions dans lesquelles les mécanismes existants non enchâssés dans la réglementation moderne améliorent la décision collective et peuvent servir de repères à l’efficacité de son action.
