Depuis les débuts de la sédentarisation des communautés inuites du Québec, au coeur du xx e siècle, une pluralité et une diversité d’acteurs sont intervenus en matière d’aménagement et d’habitation. Au fil du temps, la coexistence des référentiels étatique et inuit a généré des singularités spatiales et organisationnelles sur le territoire. Cet article expose, selon trois périodes clés, le dialogue entre les deux référentiels qui fait montre du rapport mouvant entre l’État et les Inuits. Le partage des responsabilités en matière de planification relatif à ces trois périodes distinctes amène une réflexion quant à l’intégration de la culture inuite dans les plus récents aménagements territoriaux. La planification urbaine, la morphogenèse et les pratiques citoyennes explorées dans la municipalité de Kuujjuaq permettent de saisir le dialogue entre le cadre institutionnel et les pratiques locales. L’évolution du décalage entre les référentiels sous forme de compromis attenant à la partialité de la prise en charge locale est constatée.
