Le développement durable (DD) qui repose sur trois principaux piliers, environnemental, économique et social, auquel s’est rajouté le culturel, est devenu un important référentiel des politiques publiques urbaines. À la suite de l’Agenda 21 du Sommet de Rio de 1992, des villes ont adopté des programmes d’actions locales en matière de DD. La conception et la mise en œuvre de ces programmes soulèvent des enjeux cognitifs et organisationnels. C’est le cas de la Ville de Montréal qui a d’abord mis en avant, sous la responsabilité d’un service sectoriel, un programme favorisant l’aménagement de quartiers durables avec une interprétation du DD axée sur l’environnement, avant de lancer un nouveau programme, intégrant d’autres dimensions du DD et allant de pair avec une réorganisation administrative.
