Même dans les sociétés démocratiques, il ne peut exister qu’en situation de paix une délibération publique qui ne soit pas gravement biaisée. On peut d’ailleurs se demander si l’idéal délibératif ne mésestime pas fondamentalement la question du rapport de force.
