Abstract
La première partie de la présente contribution réexamine l’argumentaire d’un article de 1980 portant sur les obstacles structurels au développement en Acadie afin de déterminer ce qui demeure pertinent pour caractériser la situation contemporaine. Dans une deuxième étape, étant donné les limites de la notion d’obstacles structurels, une critique de l’approche de 1980 s’impose en même temps qu’un examen des fondements de quelques autres types d’obstacles structurels qui n’étaient pas évoqués dans l’article de 1980. En troisième lieu, la proposition de faire une place de choix, dans la recherche sur le développement territorial, à l’analyse des initiatives locales et des stratégies d’acteurs est discutée. Cette perspective rejoint la thématique de la prise en charge. La conclusion tente de marier le point de vue des obstacles structurels avec celui des dynamiques locales d’acteurs. À condition de traiter les obstacles structurels comme des éléments de contexte, il apparaît possible d’articuler les deux points de vue.
