La victimologie naît dans le système pénal moderne dans lequel la victime ne joue qu'un rôle de témoin. L'objectif de cette nouvelle science était de mieux comprendre le crime et ses conséquences pour la victime. Jo-Anne Wemmers retrace la naissance de la victimologie comme science, les premiers intérêts européens pour la victime tout en dévoilant les relations entre la victime, l'État et l'accusé à travers les siècles et les continents. Cette introduction historique permet de comprendre les différentes définitions de la victimologie et les conséquences d'une victimisation - les effets psychologiques, les répercussions sociales ou financières pour les victimes et les solutions qui existent de nos jours, que ce soit au Canada ou dans d'autres pays. Le transfert de la théorie à la pratique est assuré par les résultats des sondages et des recherches à propos des victimes et de la victimisation. Le lecteur peut ainsi évaluer l'importance et l'efficacité de la législation en place. L'auteur réussit brillamment à analyser et à expliquer les politiques, la participation de la victime dans la procédure pénale ainsi que la justice réparatrice aux niveaux québécois, canadien et international. La victimologie dispose enfin de son manuel de base.
