Alors qu’elles ont longtemps été considérées comme des initiatives issues de mouvements citoyens ou paysans, les notions d’agriculture urbaine et de souveraineté alimentaire deviennent des objets de politiques publiques. D’un côté, la volonté de pénétrer des sphères décisionnelles plus larges constitue une stratégie assumée de certains mouvements. D’un autre côté, les autorités publiques et certains acteurs privés se saisissent de manière croissante de ces notions pour orienter ou justifier leur action. L’article interroge ces tendances sous deux angles : la recomposition (potentielle) des rapports de force qui en découle ; leur potentiel transformatif, c’est-à-dire leur capacité à bouleverser un référentiel agricole orienté autour des logiques de mise en marché, de différenciation, et de multifonctionnalité. Le propos s’appuie sur une étude de cas située à Genève, en Suisse, et liée à la marque régionale Genève Région - Terre Avenir (GRTA). Son analyse est intéressante pour trois raisons : son inscription explicite au cœur des notions d’agriculture urbaine et de souveraineté alimentaire, sa gouvernance fondée sur des dispositifs collaboratifs dans un pays où le secteur agricole a longtemps été fortement marqué par des logiques corporatistes, et ses critères de garantie (qualité, proximité, traçabilité, équité) qui la distinguent de marques comparables. Ces singularités sont explorées à travers une approche cognitive, centrée sur les interactions entre communautés d’acteurs structurées autour de systèmes de valeurs divergents. Au fil de l’étude de cas, les compromis et les déséquilibres entre communautés sont soulignés, démontrant au final la difficulté à remettre en cause le référentiel dominant.
