Le programme de « Transition bibliographique » lancé par l’ABES et la BnF est destiné à faire évoluer les règles de description bibliographique pour exposer les données des catalogues sur le Web et répondre aux nouveaux usages. Cette réorientation du modèle FRBR en prétextant la nécessité de répondre à des usages numériques émergents entraîne les bibliothèques dans un dédale de changements (nouvelles règles de catalogage, acquisition d’un nouveau SIGB, interface de consultation des OPAC, dépendance aux services Web institutionnels) qu’elles devront assumer localement et intégralement alors que ces changements s’inscrivent dans les stratégies globales de positionnement des deux agences nationales par rapport au phénomène de l’open data. Le programme laisse supposer que l’exposition des données sur le Web serait malaisée, voire impossible, hors FRBRisation des catalogues. Or, depuis 1997, bien des technologies Web et des procédés de traitement ont mûri et les initiatives conduites par l’OCLC et l’ABES sur ces bases montrent que la transcription de la structure et des données des catalogues vers le Web des données est possible depuis plusieurs années. Pourtant, les bibliothèques municipales, généralement attentives à leurs usagers et soucieuses d’améliorer leurs services, n’ont pas encore réussi à s’emparer de ces évolutions technologiques destinées à soutenir de probables usages numériques qui restent encore à identifier.
