Abstract
จากการพจารณาถงการออกไปลงทนโดยตรงในตางประเทศ (Outward Foreign Direct Investment – OFDI) จากประเทศไทย พบวาเมอเปรยบเทยบกบประเทศในกลมอาเซยนดวยกน ประเทศไทยยงมอตราการลงทนโดยตรงในตางประเทศทตำกวาประเทศอนๆ โดยเฉพาะประเทศในกลมอาเซยน เชน ประเทศสงคโปรและประเทศมาเลเซย ซงหนงในเหตผลหลกของอตราการลงทนทตำ คอ มาตรการทางกฎหมายเกยวกบการสงเสรมการลงทนของวสาหกจขนาดกลางและขนาดยอมไทยในตางประเทศยงไมมประสทธภาพเพยงพอทจะสนบสนนวสาหกจขนาดกลางและขนาดยอมใหมความพรอมออกไปลงทนในตางประเทศ ดงนนจงสมควรตองมการแกไขและเพมเตมมาตรการทางกฎหมายใหเหมาะสมเพยงพอ ทงนเพอเพมจำนวนของวสาหกจขนาดกลางและขนาดยอมของไทยท สามารถไปลงทนทางตรงในตางประเทศได และเพอใหการลงทนของวสาหกจขนาดกลางและขนาดยอมของไทยในตางประเทศมศกยภาพในการแขงขนกบธรกจของประเทศตางๆ อกทงเพอสนบสนนใหการดำเนนกจการในตางประเทศเปนไปไดอยางราบรนและสามารถเตบโตอยางยงยนตอไป หากผลลพธทตองการ คอ การมมาตรการสงเสรมการลงทนของวสาหกจขนาดกลางและขนาดยอมในตางประเทศทมประสทธภาพ สงสำคญทตองพจารณา คอ ปจจยทเหมาะสมในการกำหนดมาตรการสงเสรมการลงทนของวสาหกจขนาดกลางและขนาดยอมในตางประเทศ ทงนเพอเปนกรอบและทศทางในกำหนดมาตรการในเรองดงกลาวตอไป จากการศกษาพบวาสามารถแบงปจจยในเรองดงกลาวไดเปน 2 สวน ไดแก สวนแรกคอปจจยในสวนนกลงทน ซงหมายถงวสาหกจขนาดกลางและขนาดยอมผรบการสงเสรมการลงทน ในสวนนจะแบงเปน 5 เรองหลก ไดแก 1) ความสำคญของวสาหกจขนาดกลางและขนาดยอม 2) สภาพการณของวสาหกจขนาดกลางและขนาดยอมไทยในปจจบน 3) อปสรรคสำคญตอการลงทนโดยตรงในตางประเทศของวสาหกจขนาดกลางและขนาดยอมไทยในปจจบน 4) ประเภทของธรกจทจะออกไปลงทนทางตรงในตางประเทศ และ 5) ประเทศทเปนผรบการลงทน และสวนทสองคอปจจยในสวนภาครฐ ซงมบทบาทหนาทในการกำหนดมาตรการชวยเหลอและสงเสรมในเรองดงกลาว แบงไดเปน 4 เรองหลกๆ ไดแก 1) หลกความเสมอภาค 2) หลกปรชญาเศรษฐกจพอเพยง 3) ปญหาทเกดจากหนวยงานของรฐทสงผลใหการสงเสรมการลงทนทางตรงของวสาหกจขนาดกลางและขนาดยอมไทยในตางประเทศในปจจบนไมไดผลดเทาทควร และ 4) โครงสรางพนฐานเพอการสนบสนนการลงทนทางตรงระหวางประเทศของไทยในการสงเสรมวสาหกจขนาดกลางและขนาดยอมในการลงทนทางตรงในตางประเทศ ดงรายละเอยดทจะกลาวตอไป Considering the situation of Outward Foreign Direct Investment (OFDI) in Thailand, it has been found that Thailand has the lower rate of OFDI of small and medium enterprises (SMEs) comparing to other ASEAN countries e.g. Singapore and Malaysia. One of the main reasons of this situation is that the lack of efficiency of legal measures relating to the supporting and promoting OFDI of Thai SMEs. In addition, there is the problem of enforcement of existing legal measures. This problem leads to the lack of unity and efficiency of the enforcement of existing legal measures. It can be suggested that existing legal measures relating to OFDI of Thai SMEs need to be reconsidered and amended in order to increase the competitiveness of Thai businesses in OFDI channel and to bring about the efficiency of supporting and encouraging the investment of Thai SMEs in foreign countries and also to increase the numbers of Thai businesses which are capable of expanding their business outside the home country. When Thai small and medium enterprises in foreign countries grow steadily and firmly, it would be beneficial for the trade balance and the pulling of money into the country, which can be the factor that makes the Thai economy be strong and stable; and grow sustainably. In conclusion, this is one of the factors to empower economic of Thailand. In order to have appropriate and effective measures to promote the investment of SMEs in foreign countries, it is important to consider the appropriate factors for setting up measures to promote small and medium enterprises in foreign countries as a framework and a direction for issuing proper measures. This article will divided factors into two categories which are investors factors and government factors.
