Abstract

As a practice of public-private partnership and also as an alternative to traditional contracting for pavement construction and maintenance, pavement warranty has been adopted by many state highway agencies to enhance pavement performance, reduce agency costs, and preserve pavement construction investment. A questionnaire survey was conducted to collect information on the state of practice of pavement warranty programs in the US and Canada. This paper highlights the findings of the survey with an emphasis on warranty specifications for distress thresholds. The survey results show some common characteristics of pavement warranty practice shared by different states, such as warranty types, warranty items, and warranty enforcement. Meanwhile, pavement warranty specifications varied among different states especially in distress threshold values. Although pavement warranty has been applied in the US for almost 20 years, there are still major issues concerning state agencies with respect to the determination of warranty items, the appropriateness of distress thresholds, and the cost-effectiveness of the pavement warranty programs.
