Abstract
This paper aims at analysing the changes in status undertook by the Conar since the approval of the CBDC in 1991. I draw back on the analysis of two complaints of racial discrimination addressed to the Council as to provide an overview of the main legal and institutional transformations occurred during the brazilian democratization process, the “judiciary uncertainty” of the self-regulation council and its current legitimacy crisis.
