Abstract
Les crises sanitaires, en particulier lorsqu’elles se produisent dans des pays fragiles, peuvent devenir des menaces pour la stabilité de la communauté internationale. L’expérience montre que les pays confrontés à de telles crises tiennent rarement compte des recommandations qui leur sont faites par les organisations internationales. Ils préfèrent imposer leurs propres mesures de précautions internes qui ne sont pas toujours conformes à leurs obligations internationales.La communauté internationale est confrontée à d’énormes obstacles juridiques, commerciaux et financiers dans sa lutte contre les crises sanitaires. Le seul organe doté du pouvoir de contraindre unilatéralement les membres de la communauté internationale est le Conseil de sécurité des Nations Unies. Pour la première fois en 2014, dans la foulée de la Pandémie Ebola qui a éclaté en Afrique de l’Ouest, le Conseil de sécurité a considéré qu’une telle pandémie constituait une menace contre la paix. L’auteur propose de voir comment et dans quelles mesures les pouvoirs détenus par le Conseil de sécurité sont, ou peuvent être, invoqués et exercés pour lutter efficacement contre ces fléaux.
