Abstract
Avant juin 1982 jusqu’aux Assises nationales de l’immigration, aucun gouvernement français n’avait pris en compte la réalité culturelle des habitants de la Guadeloupe, de la Guyane, de la Martinique et de la Réunion. Les populations des départements d’outre-mer, sont nées d’une violence entretenue pendant trois siècles par des colons français immigrés. C’est une loi de 1946 qui décide que les habitants de ces territoires deviennent français, en érigeant les départements d’outre-mer. Il n’y a alors aucune reconnaissance de la spécificité des peuples qui les habitent. Les « Assises nationales des originaires d’outre-mer » ont réveillé des espoirs insoupçonnés puisque la gauche au pouvoir parle alors « de reconnaître les spécificités et de respecter les différences ». Cependant, suite à ces assises, trois décisions furent prises, sans consultation ni participation des assemblées régionales; trois ans après, rien n’a encore été réalisé.
