Résumé L'objectif de l'article basé sur des entretiens et de l'observation participante (au sein de la commission défense du Bundestag ) est de mettre en lumière la fragilité des engagements allemands à venir en termes de participation à des opérations extérieures à travers l'analyse du processus d'élaboration du Livre blanc de la défense de 2016. L'étude de celui-ci met en exergue l'influence des institutions formelles et informelles dans la politique de défense allemande, et minore les attentes vis-à-vis de Berlin en cas de besoin de projection de force à court/moyen terme.
